Think of SEO as a long term commitment that you should consistently focus on as you build out new pages and update your site.  In terms of PPC, the main issue typically comes down to budget.  However, if the correct targeting (IP-targeting, geo-designated keyword selection, demographic targeting, etc.) is implemented by using the tools provided by Google, Yahoo!, and MSN, it is very possible to run an effective paid search program with even a small budget.  The other great thing about paid search is the ability to test different tactics and pull down the campaign if it is not proving to be effective.</description>
